The Ministry Of Justice were looking to transform their Corporate IT Services with an initial programme based on design and change.

The Scenario

The Ministry of Justice (MoJ) is a major government department, at the heart of the justice system. They work to protect and advance the principles of justice. Their vision is to deliver a world-class justice system that works for everyone in society. The Ministry of Justice were looking to transform their Corporate IT Services with an initial programme based on design and change. This included out of the box resolution of their internal IT services to the internal market, as well as a large amount of resource in reaction to IR35 to maintain resource levels for an IT change project of this scale.

MoJ wanted to bring in a different culture with an objective view, with the goal to enable a more efficient and cost effective solution, driven by a faster, more stable way of interacting with existing infrastructure that all users had the appropriate skillset to utilise. As part of this large-scale IT change project, the specific tools were also transitioning (from Remedy to ServiceNow) but with an identified risk that without the in-house expertise to understand and transfer these skills, this time sensitive change would leave them unable to operate with the new tools. They required consultants to come in and deliver training to upskill existing civil servants, and to guide ongoing development of the IT infrastructure, transformation and usage.

The overall project consisted of high level consultancy services, covering Programme management and Business Analysis and encompassing 5 Statements of Work. MoJ wanted a consultative partner to guide the approaches, with all deliverables mutually planned and executed by Modis*. Based on our technical expertise and longstanding partnership, MoJ had complete trust in the consultative advice we provided to drive and deliver the project.

The Solution

Our multi-phase solution and service delivery incorporated several distinct elements to ensure seamless delivery against milestones. We worked with MoJ to best-convey this exciting programme of work from a highly-respected organisation, completing a full brief with MoJ to understand the project, deliverables and team and culture fit. This resulted in placing Subject Matter Experts (SMEs) in roles to lead and deliver key milestones, such as:

  • Transition Planning
  • Risk Monitoring and Mitigation
  • Change/Engagement Strategies
  • Upskilling
  • Ongoing Training Cycle

Our SMEs then led workshops with MoJ and our Consultant Team to develop exact requirements and understand the demands of the client. The consultants we placed put together a feasibility and discovery plan which formed the ultimate SME programmes. We also implemented a fully managed service with an onsite Service Delivery Manager, who had overall responsibility for the management of consultants and adherence/delivery to quality and milestone targets, budgetary and risk oversight, the onboarding process, ongoing queries, as well as developing and maintaining open and honest partnership with MoJ stakeholders.

The Outcome

We were successful in getting the right calibre of consultants at the right time to start each Statement of Work in a timely and effective manner. As a result, the project hit every milestone and was successfully delivered on time and within budget. Our mutual success in each Statement of Work to MoJ’s satisfaction has led to further opportunities such as risk management and infrastructure support for the current services.
